Nice list with one exception. You should not use the word rebuild. Build is the better word.

For non-Baathist party members, schools, hospitals, water and sanitation services rarely existed in Iraq. So in most of Iraq these facilities are being built for the first time.

Shiites who wanted to live near Baghdad had to live in Saddam City. A city of a million people with no sewers and no running water. The conditions there were undescribable. Half of Baghdad never did have running water.

Non-party members (four-fifths of the population) lived in very primitive conditions. Those conditions shocked US authorities and made the conversion of Iraq into a modern country a much bigger job than anyone ever anticipated.
